Track a referral and its fee

Open Referrals in the sidebar → add a referral. The referrer and referred person can each be a linked student or a free-text name. Set the program and fee (a per-program default fee can be configured on the program). Move status through Pending → Owed → Paid → Cancelled, and filter the list by status. Referral fees typically apply once the referred student graduates.
